The Victorian Independent Schools BGA Ltd

The Victorian Independent Schools BGA Ltd is a company limited by guarantee that administers Australian and Victorian Government programmes to improve educational outcomes for independent school students by helping to provide school facilities.

Established in 1989, VIS BGA's primary objective is to carry out of the functions of a block grant authority, as described in the Schools Assistance Act 2004

VIS BGA administers the Australian Government Capital Grants Programme, Investing in Our Schools Programme, and the Victorian Government Interest Subsidy Scheme.

The Australian Government Capital Grants Programme:

  • provides and improves capital infrastructure, particularly for the most educationally disadvantaged students
  • funds refurbishment and capital infrastructure for existing and future students
  • supports the National Goals for Schooling in the 21st Century and other education objectives.

The Australian Government approved VIS BGA’s recommendations for 2005 to provide more than $7.1 million for projects totalling $24.3 million in 34 schools (see table below).

Capital Grants Programme

Australian Government capital grants supplement funds provided by state governments and by non-government school authorities, which are primarily responsible for establishing, maintaining and upgrading school facilities. The government seeks to improve educational outcomes by helping to provide facilities that contribute to raising students’ educational achievement levels.

In addition, the programme aims to:

  • provide and improve school capital infrastructure, particularly for the most educationally disadvantaged students
  • support refurbishment and upgrading of capital infrastructure for existing and future students.

Grants for capital expenditure can be used to:

  • investigate the needs of schools, rural student hostels, buildings, parts of buildings other facilities or equipment
  • purchase land, with buildings or parts of buildings, or in special circumstances, without buildings
  • plan, erect, alter, extend refurbish or demolish (including asbestos removal) a building including student residential accommodation and attached supervisors’ quarters
  • develop or prepare land for building or other purposes
  • install or upgrade water, electricity or other services
  • provide furniture or equipment, including information technology equipment that should be part of a broader capital project unless special circumstances exist
  • provide library materials and the goods for cataloguing a library.

Investing in Our Schools Programme

The Investing in Our Schools Programme, a $300 million Australian Government infrastructure initiative, has now closed.
